With the investors turning their radar on food sector, each State has made efforts to provide a conducive regulatory environment for food processing companies. The Union Ministry of Food Processing has listed Maharashtra among the 4 states with potential to derive maximum benefits from policy reforms in food processing. Maharashtra is one of the leading states in India in terms of urbanization, high consumer purchasing power, growing market potential,  rising domestic demand,  high agricultural production, and development of infrastructure.

Rich Agrarian Base of the State

  • Maharashtra is the largest producer of onion, tomato, pomegranate, and grapes.
  • The Principal crops include rice, jowar (sorghum), bajra (pearl millet), pulses, and sugarcane and oilseeds such as groundnut, sunflower and soybean.
  • The state has huge areas under fruit and vegetable cultivation with a large production of fruits such as mangoes, bananas, grapes, oranges, and vegetables such as onion and tomatoes.

India’s Most Industrialised State has excellent connectivity for Domestic and Foreign Movement of Goods. The Delhi-Mumbai Industrial Corridor(DMIC)- a mega infrastructure project covers districts of Mumbai, Thane, Raigad, Mumbai suburban, Nashik, Pune, Aurangabad, Ahmednagar, Dhule, and Nandurbar. There are, in total, 3 Mega Food parks, 25 SEZs, 7 designated food parks and 49 cold chains in the state.

With the second largest population in India out of which 45% is urban and its connectivity to all major areas, Maharashtra has a huge market to cater to in its vicinity.

 

The processing levels in the State stand at only 7% of the total produce and less than 1.2 percent of fruits and vegetables are processed The inadequate food processing sector is a primary reason for poor remunerations farmers get. So, business models connecting food processors directly to farmers can be a win-win situation for both the sides. One such remarkable young company present in Pune is HappyRoots India – It procures directly from farmers paying them 50% more than the normal rate,  producing innovated bakery products and selling them in premium markets of Mumbai and Pune. Given the size of the agrarian base and market, there is still immense untapped potential in such models in the state.

State policies

Agro and food processing is considered as a thrust sector in Industrial Policy of Maharashtra 2013.

It offers Financial Incentives linked to fixed capital, Industrial Promotion Subsidy (IPS), exemption from electricity duty, waiver of stamp duty, power tariff subsidy, a capital subsidy to MSME for technology up gradation; quality certification; cleaner production etc. Quantum of these incentives varies with turnover and location of the industry.

The State is seeing a paradigm shift, and sectors such as nutraceuticals, wine processing, pre- and probiotics, packaged water, ready-to-eat foods, traditional foods, cut vegetables, fruit treated post-harvest, exports, food additives and manufactured food processing equipment hold great potential as investable projects in Food sector.
